GTA4 Trailer Outrages NYC Pols - Honeymoon Over for New Take Two Owners

That didn't take long.

Take Two Interactive's new management team, which seized control of the company via stockholder revolt late Thursday afternoon, is facing its first public relations crisis. Not surprisingly, the uproar is related to the controversial Grand Theft Auto series.

Just hours after new chairman Strauss Zelnick and his team wrestled control of Take Two from embattled former CEO Paul Eibeler, the company released the first video trailer for GTA IV, scheduled to hit retail on October 16th. The picture at left is a screen shot from the trailer.

While game websites analyzed the trailer frame-by-frame in an obsessive hunt for clues to GTA4's game play, officials in New York City began doing a slow burn over the Big Apple's obvious inclusion as Liberty City, the setting for the crime-oriented game.

As reported by the NY Daily News:
The latest version of an ultraviolent video game will unleash its murderous mayhem on the streets of New York. And outraged political leaders say the rampant brutality of the game, Grand Theft Auto IV, has little in common with reality.

 ...(GTA4) is set in a mythical city that bears a striking resemblance to New York... the trailer shows well-known landmarks such as the Statue of Liberty, the Brooklyn Bridge and the Cyclone in Coney Island...

Said City Councilman Peter Vallone, who chairs the Council's Public Safety Committee: 
Setting Grand Theft Auto in the safest big city in America would be like setting Halo in Disneyland.

A spokesman for NYC Mayor  Michael Bloomberg added:
The mayor does not support any video game where you earn points for injuring or killing police officers.

Take Two, of course, had no comment. So even though management has changed, the company's unfortunate duck-and-cover P.R. strategy apparently remains.

Just wondering, but did New York kick off when aliens destroyed it in Independance Day, or a new ice age wiped it out in Day After Tomorrow, or when a giant lizard crushed it in Godzilla, or when good ol' John McClane fought off them bad guys in Die Hard 3?

I guess it's just another case of video games are still not taken seriously by a lot of people, and this is something each game company should start working on. I mean, the industry's worth billions, surely some positive PR should be in order?

On a side note, did they kick off when Driver Parallel Lines was released, or is it just a case once again of only attacking the most popular titles!

Sorry, but in which mission do you "sell pornography to children" - surely this is liable of the highest order and T2 should do something about it... Oh and of course, you don't 'advance' by killing cops and prostitutes.

i think GTA just wants to make some sucess by adding the world's greatest city in their latest game, but the point about how GTA does not resemble the city's crime level accurately, your wrong, because in san andreas's Los Santos, or Los Angeles does have alot of crime and

I personally have been playing GTA for several months now, (Both IV, SA and LCS) and I really don't see what they are making such a fuss about. It's all about making 'the public feel safe' and having more votes next campaign. Maybe Mr. Big-head Mayor should play the game himself. Also, people should remember - ITS JUST A GAME!!!!!! - Games aren't dangerous - it's the people who think that games are reality are! And anyways, responsible parents would not let their children play games that they consider inappropriate, right?

And by the Way, i liked the Idea of a Disneyland mod for Halo - could someone make that?

The Political Spectrum is more like a circle, people too far left or too far right are the same type of person- those beyond the hope of making compromises or questioning there own beliefs.
I gotta agree with Brokenscope. I hate to hear people act that their political party is so superior. I don't like any politician. Too many of them lean too far to one side of the spectrum. And all they really care about is votes. Wasn't there a quote from a senator or representative about a 'Game Law' that said essentially, "This is a bad law, but I'm gonna vote for it, because It'll be brought up in my future campaigns if I don't"?

There is no one answer that fixes everything. A guy once told me that I couldnt support Englands actions in WWII and Martin Luthur King Jr (btw I'm white) because they didn't agree with each other or some BS along those lines. This statement dumbfounded me. If you play a any video game, watch any movie, read virtually any book, ask military generals, or even look at history you will learn that different promblems require different solutions. If a guy pisses you off, you walk away rather than punch him. But if that guy is raping a girl it'd be better to punch him, and then call the police.

Anyone else think it's ironic that we teach children history so "they won't repeat the same mistakes of the past", but virtually all politicians/leaders do just that?

If you don't support GTA IV, why are you issuing press-releases about it? He CLEARLY supports game that allow you to kill police officers. He is exploiting his station to get these games free publicity, thus allowing the trend to continue so that he'll have something to place.

Its just such a popular game with so many people judging it that it looks good on their part to speak out against it! If True Crime were as popular this would be happening to it! New York is actually the safest big city in the country. Crime rates are down across the board, and we're seeing 'dangerous' neighborhoods getting gradually safer.

People should dig a little deeper before saying things, especially since NYC is safer than all of the major cities in overall crimes. Check it out maybe...

You know what's awesome about Law & Order? Despite the fact that the franchise make New York look like a giant literal deathtrap, Rudy Giuliani (sp?) made a guest appearance as himself to introduce Diane Weist to the show back in 2000. This entire thing is just ridiculous.

Anyone who's played any of the GTA III series knows it's all bullshit so who cares? People who will never play it can think what they want, they are the people who do these 'things' in real life. The game is based on corrupt mayors like that so it's the best GTA advertisement I've ever seen!

The funniest thing is that the company(TakeTwo/rockstar) is based in NYC. Tell the mayor that the taxes of the company and thus the sales, bplus the employees' taxes are going elsewhere. And watch them STFU about the game.
This is not a crisis and Take-two is not hiding from anyone. Why doesn't gamepolitics just write an editorial already about their hatred for this company and how you wish they would disappear. This is nothing more than the rantings of politicians that hardly deserve a response.

From now on gamepolitics needs to have a full disclosure section below every take-two report that explains their hatred and bias towards them because this is ridiculous already.

I suppose the whole comment about Halo in Disneyland made me see something interesting. There are ways in which it is possible to have loads of death and destruction, and for it to be funny.

Look at it this way, how many people per week used to watch South-park. And almost every week Kenny would be decpatiated and/or die in a multitude of Gruesome, and yet comic ways.

Now, I'll admit that GTA IV looks less tongue-in-cheek than Southpark, though Halo in Disneyland might be closer to the mark, GTA 3 was also a lot less 'gory' than most people made it out to be, like 'stomping people until they are a smear on the pavement', which actually means 'Keep kicking the model until the engine stops rendering it and only displays the blood textures on the floor.'. Of course, that doesn't sound nearly as sensationalistic or appealing to the average reader, and doesn't paint the right 'picture'.

'The mayor does not support any video game where you earn points for injuring or killing police officers.' - Well lots of people have pointed out the obvious flaw here, but I should also point out that a statement of mayoral approval is not required in order for such a game to exist, and that the game, if it follows recent GTA tradition will punish you heavily for doing so. I don't doubt that AI has improved dramatically since GTA:VC, and with recent political opinion what it is, I see Rockstar pursuing options not for taking content out of the game, but more based around making sure that reactions are more 'realistic'. That said, if they put all the Policemen in bright purple rabbit-suits, I suppose there would never have been an outcry in the first place.

Anyone else find it ironic that one of the major complaints about GTA 3 onwards was the point at which it different most from 'actual' reality, i.e. The police force's reaction to having one of their own people shot?

This looks like a great game to go wandering in to be honest, I'm not a big fan whatsoever of GTA's gameplay, but I do like games like Oblivion and Gothic 3 where you can just go and look at the scenery for a while :)
These people are just stupid. What they're not realizing is because of violent video games, it makes us not want to smack people upside the head with a fucking pipe, but the way they're carrying on makes me want to perform such action, even if it is illegal.

Take-Two's "duck and cover" PR strategy is unsurprising, given that controversy is as good as free advertising. I wouldn't really expect them to correct every reporter or politician that says something with no factual basis at all about the game. It'd take a lot of effort and they wouldn't really get anything out of it.

Selling Pornography to children in GTA3. You can't do ANYTHING to childen in GTA, because they don't exist. There isn't a child model in the game.

There was a point where you sold drug out of an ice cream truck in Vice City. However, your customers were all adults. No kids in site.

The Mayor certainly doesn't have to support it. That's frankly one of the most innocuous statements a poltician can make. George H.W. Bush didn't "support" broccoli in the white house, and that didn't effect anyone but his house guests. If the mayor is outraged enough to spend enough time to make public and specific statements, then, we the gaming community should be atleast this outraged. A relayed spoke's person statement published on the weekend is as meaningful as having a friend break up with your girlfriend for you and give her a rose to say you're sorry.

I very much hope T2 has a statement.

The main characters are criminals, and like lets say...Goodfellas or the Sopranos, crimes will be commited. This game is a free roaming game, so the player has the option to do what they want to do. Me, I like to come home from a hard days work, kick back, and shoot the HELL outa everything I see, fly a plane, ride a dirtbike, steal a jet, skydive onto a building and jump off! But that's my style. You might do things differently. Games are becoming like books you can live. Many books go great depth into the minds of killers, rapists and terrorists. People read books still, don't they? Theres nothing wrong with playing a game that allows you to take on the role of a criminal, soldier, mercenary, knight, alien or a little Italian plumber. You live in a free roam world too...and you're free not to play, Dummy!

A lot of people here may know that I campaign actively in assorted zombie rights campaigns. When Resident Evil 4 was announced, the zombie rights community was similarly up in arms - "This game, much like its predecessors, encourages the player to take part in violent and illegal acts against the zombie population!" Boy, imagine our collective surprise when there were no zombies to be found at all - it was quite embarassing for us, being so upset over nothing (though to my knowledge relations are still troubled between Capcom and the Spanish-speaking parasitic-mind-control population.)
Moral 1: Don't jump to conclusions. While I'd be surprised if the violence was toned down, they might tinker with the system a little bit. Maybe make the police less forgiving somehow. Hell, they can get rid of the prostitutes entirely for all I care - I don't recall them serving any function and I wouldn't miss them.
Moral 2: It's a game. My brain is still somewhat reeling from the concept of a game "unleashing a murderous rampage." I'd expect a headline like that from Weekly World News, perhaps, but I would imagine the NY Daily News would do a somewhat better job.

You know, usually this kind of garbage out of the mouth of politicians upsets me. Today I didn't even have the energy to be aggravated. Its all the same stuff, over and over again, and it wears you down until you don't have the energy to care anymore. That's sad because these kind of attacks on a specific kind of media for behavior accepted in all others is the worse kind of hypocrisy and should upset people. And the worst part about this particular situation is that the trailer that was just released only showcases on thing -- the improved graphics. It displays none of the real content or game-play. So now politicians aren't just being inaccurate about what is in a game -- they are inventing what they think will be in the game. It's disgusting.
I am continually disappointed in T2. Silence is not the answer in the face of these kinds of inflamatory statements. I wonder often how different the world's outlook on video games might be right now if T2 had just stepped up and defended itself the first time someone spewed lies and inaccuracies about their product. Even now, years and many lawsuits later they refused to step up and do just that, and the entire gaming community has to suffer through this nonsense because of it.
I think the industry, and especially T2 needs to re-think this passive stance they have had. They need to get out there and correct the misconceptions that politicians and others have spewed across America and the rest of the world. It needs to be made clear to the public that video games are no more violent that their predecessors. Movies and books have a long standing history of as much or more violence that we see in video games. And video games don't hold a candle on violence to some paper-and-dice games I've seen.
Just like other forms of media, games cater to a large category of different tastes. Some people prefer their games less violent, some more. Just like some people favor violent horror / thriller movies, and some don't, or some people like violent fiction and some don't. It's all supposed to be dictated by the tastes and maturity of the consumer, or in the case of a minor the discretion of their parents. It's time that the industry tried to make this clear to the public.

Since when do you sell pornography to children in the Grand Theft Auto series? Also, you may have been able to kill prostitutes, but it wasn't directly encouraged... Some people just did it out of their own perogative. Seems to me like the writer of the article hasn't played Grand Theft Auto a day in their life.
MGS 2 was released a mere two months after 09/11/2001, yet nobody batted an eye when (towards the end of the game) Arsenal Gear crashed into lower Manhattan and tore a path through several city blocks before coming to rest right *on top* of Federal Hall (a stone's throw away from where the Twin Towers had just fallen).

Now T2 releases a GT 4 trailer that depicts absolutely no violence and presents NYC in the best possible light (NYC has never looked so clean and safe!), and everybody is all up in arms about it. WTH!??

Don't get me wrong, I'm not saying there was anything wrong with what they did in MGS 2 -- I just think it's funny how one potentially inflamatory (on a national scale) event (the MGS 2 scene) goes unnoticed but an entirely harmless one (the GT 4 trailer) gets everyone worked up for no good reason.

I never played any GTA (I am not into shooters like GTA that much) and any news I ever hear about GTA are from this site or friends that play it. Reporters never play GTA and they must get their stories from better sources than "their friends".

i think, if T2 uses NY like model for the new GTA, they should enjoy-it like free commercial, from movie, it seams graphics will be really good, no better way to sell NY world (even in game mode) then this way (i really think NYC should observe game phenomenon like a promo option too, not that NY misses tourists or something, but hack , free commercials is for them nothing to lose, is a win/win stand-up, of course, if game is getting violent and all that, ratting is a must, and keeping kids out from playing-it goes on parents shoulders... read that rating label before u give your kid something if you care about him or stop nagging the rest)

I grew up here in New York, and spent the last 10 years traveling the country, living in most of its major cities. When I was young, it was dangerous, and if you were stupid, you paid. The only place I have had my car broken into was peace and love crazed San Francisco. The only place I saw crack smoked on the street in front of my house? San Francisco. I am now back in NYC, and I do not feel the need to even lock my doors. It is a police state here, and all of you nice people from Kansas can now live here and continue to drive up our rents.

If you look at crime rates per 100,000 residents for the largest cities in the United States, New York is the lowest. That's where they get the "safest big city in America" stuff.

I can't believe, of all things to get mad about, they choose this. GTA has been set in Liberty City, which we all know is based on NYC, multiple times. Are they just now getting up in arms about it because Rockstar made a concerted effort to include some of the more recognizable landmarks in GTA IV? They haven't even seen one 1 second of violent gameplay in the game and they're already getting their panties in a bunch.

I think what Technical Magician says is spot on. Movie and TV studios can buy the silence of city officials with whatever fees they have to pay to the city in order to film there. As long as you pay the toll, no one says boo about the content of your project. But watch out if you use the city's "likeness" without needing to shell out any money.
I would totally play halo at disneyland. That would rock. Varied terrain, castles, semi-urban environments. It would be great.

In GTA1, a decade ago, you earned points for killing cops. I honestly can't remember whether you did in GTA2 too. In GTA3, Vice City, and San Andreas, your points became money and you only earned them when somebody gave you cash. Killing a cop in a modern GTA results in two things: Not getting shot by that cop any more, and causing two more to grow in its place.

Few games punish you for being bad like GTA. The reason they are so much fun is *because* your actions have consequences. The joy in the games lies in triggering a major incident and screaming through city streets in a stolen sports car while special agents try to run you off the road and use you as a mobile ammo storage unit. It is the anarchic thrill of seeing just how much damage you can cause before the inevitable happens. If they make the police force even better, get rid of the respray shops or reduce your ability to lose the fuzz, GTA would *improve*.
Let's not forget, folks - it's Saturday. I'm holding out hope that TT will fire back, but it'd also be rather cruel of them to call off the weekends of their PR guys just because of this.
I popped in GTA 1 and went to the map and Liberty City is RIGHT WHERE NYC would be. Vice CIty is Florida and San Andreas is in California.

To be honest, GTA is no more 'suggestive' than some of the more racy 'National Lampoon' or 'Scary Movie' stuff, though people here are bringing up the worst of it, the way it's projected in game is far more reminiscent of these movies than of anything else.
I'm glad I'm not the only one who thinks Halo in Disneyland would be a cool idea.

Perhaps if these safety campaigners actually played the game they might realise that it's actually pretty harmless entertainment, and shooting at the police is discouraged.

Look, the whole reason why the game is getting this kind of mistreatment is because of one thing- It's set in New York, and the city isn't getting a dime for it unlike if a movie or television program was filmed there. However, stating that openly would make them look like money grubbing goombas so they take the tired and ignorant wild exagerations of gameplay routes.

It makes them look better because they are now... all together now:
"Doing it for the children!"

I won't be surprised if these people would think the game is the best thing since sliced bread and gain a case of "selective lockjaw" if the city got a cut.
Politicians just want to suck-up a little of the GTA hype that's going to start after this trailer is released, after all the election year is just around the corner. No kids were ever featured in GTA so far, though a few quests did involve you killing a police officer, albeit corrupt ones. None of the other games that featured NY and had violent background were nearly as notorious as GTA, so it only makes sense to go after the biggest of them all.

Just thinking, all RockStar have to do is create one paragraph in the manual saying 'This game is set in an alternate universe where public transport is still at 1970-80's stages, but medical knowledge can completely re-assemble a human being from just a few cells. Basically, if you want to find something to take offence at, you will, this isn't about the game, it's about the fact it's GTA, it could have been set anywhere, anyhwhen, anyhow, and you can be sure that politicians would have found an excuse to take offence.

To be honest, they are getting very very predictable, dull and boring.
In another point, Take Two really have to get some kind of pro-active PR going. Instead of just waiting for the lawsuits and the complaints, they should get out there the second any of this out of touch grumbling starts and counter the innaccuracies that are bandied about by journalists and politicians.

I sent a mail to the contact address of the NY Daily News article, explaining to them the innaccuracies in the report and asking for it to be amended. Unfortunately, with the correct information, it wouldn't seem so interesting so I doubt that they will change it.

If I wrote an article for a newspaper/site claiming there was nudity or foul language in Disney's The Little Mermaid, their lawyers would be down on me like a ton of bricks. Why can't Take Two get out there and stamp on the little lies and mistakes which left alone gather into the same kind of ignorance that leads people to say "Oh that's the cop killing game".

...Anyway, what drives me nuts more than anything, more than the ridiculous claims that you "advance" (instead of getting screwed over) by killing cops, or that you sell pornography to children in the game, is the fact that the mayor here is talking about "earning points" for doing stuff like that.

Newsflash, world: Most serious games do not involve earning "points" any more, with the obvious exceptions of sports games, experience points in RPGs, and X360 Achievement Points. "Points" in the sense of early arcade games like Pac-Man or Galaga are nearly dead. The goal of a game is, more often than not, just to make it to the end. In GTA, you do not earn "points" for killing police officers. (Unless Rockstar puts in an Achievement in GTA4...*shudders*)

Also: I'm tired of people describing GTA as "ultraviolent". God of War is ultraviolent. Manhunt is ultraviolent. GTA is only as violent as you make it, and the *required* amount of violence for finishing the game is, as far as I know, relatively tame compared to some games out there. (However, I've only played one of the games once, and somewhat briefly. Correct me if I'm wrong about this.)

I think I know where the selling-pornography-to-children thing came from. The NY Daily News must have caught a few of He-Who-Must-Not-Be-Named's statements about Take Two's sales of GTA (with Hot Coffee) on the radar, and misinterpreted them as referring to actions in the game itself.

Honostly its not the Game editors or producers fault for children viewing or playing this game Its the parent or guardians FAULT. Its illegal for minors to purchase ADULT rated games, maybe becuase on the front of those types of games in big bold letters it say Mature Content , Gang Vilence, Drug Content, Strong sexual content, And Adult language. the game was not intended or recamended for anyone under 18 and some states 21. purchasing a game like this is no different from a violent movie or pornography so why purchase it for a child if the cover also advertises violence and weapons. Brilliant - I'm a brit and I've been playing GTA4 for a while now. I'd LOVE for a future GTA to be set in London or Manchester. 

Some of the Halo/Disney references are awesome.

Its mental that these politicians are so concerned about a fictional game and don't seem to care about real life issues. I bet they play GTA4 when they're supposed to be working on climate change legislation "From Home"
