When it comes to the crime game genre, it must be difficult to compete with the Grand Theft Auto series.
Perhaps that explains the inclusion of streaking in the upcoming Saints Row 2. Edge Online put the question to Craig Mitchell, media relations guy for publisher THQ:
In terms of backlash from the game's content, we are not too concerned. THQ and [Saints Row developer] Volition have worked within the guidelines of the ESRB and the international ratings boards and the game has been rated appropriately...
In addition, Saints Row 2 has a very over-the-top tone and the activities like streaking play into that. In streaking, the character's front is blurred out, plus, all the characters were made 'asexual' so even a possible mod/hack would not reveal anything.
In-game streaking earns respect points for the player's character.

I don't see what the problem would be with uncensored nudity when you streak in the game, infact I can't think of anyone I know that would. The game is M ffs.
The people who flip out over stuff like that all non gamers. Who would buy a game for their kids with "Nudity" in the rating
Nudity does not equal sex, why is everyone so squemish? Oh well, some day games will be treated like films in regards to acceptable content.

... If this was going to be an issue, why didn't people raise a fit over Metal Gear Solid 2? You spend a notable portion of the game sneaking around buck-naked with at least ONE hand over the goods while Campbell is going nuts.

Of course it will, think BMX XXX or something along those lines. I think SR2 will do enough business that it will catch some douche news reporter's attention and then all the problems will come out. The only benefit is the fact that the guys are as anatomically correct as a Ken doll, so there is no real worry about quick hack nudity.

But when a modder changes their game won't the be held fully responsible and have to pay huge fines, or have they already payed off the right people?

If a modder adds things into the game then it doesn't affect the rating. Hot coffee gave San Andreas a re-rating because the video segments were all ready programmed into the game, allbeit disabled.

The media doesn't give a damn about minor things like the character models lacking sexual organs or the fact that it's really just some low-brow humor. All they care about is selling papers/getting ratings/site hits by plastering a headline that'll read something like this:
"Video game allows children to gain points by streaking"
Hope THQ has all battlestations ready for the inevitable sh*t-storm.

I think it might also play into what's going on around the area of first broadcast? I mean, take the economy and election coming up, I think they might well ignore it. But if it was a slow news day, they'd be much more likely to bring it up, probably of some idiot parents ups the attention first.

That isn't a wuss move, that's the only way to avoid controversy like the Hot Coffee scandal created. Modders can easily find a way to remove the blur, (if you don't believe me, google sims nudity cheat.) If modders really want to see very unrealistic looking pixelated nudity, they'll add in custom models.
