You know what else is on the rise? Police brutality (or at least media portrayal of it). Maybe if someone actually looked at the problem of the image of the police instead of looking for a scapegoat they'd realize this: police killings are rising because people are terrified of the police. If you're a criminal, or suspect, with a gun and you hear the police knock at your door and you think that if you give yourself up you'll be treated reasonably and given a fair trial you're much more likely to give up without a fight that a criminal/suspect who thinks that he'll be hog-tied and tased repeatedly.
